Role Purpose

 

The Senior Manager, Revenue and Reporting supports the Executive Director, Revenue and Reporting in the development and delivery of strategic advice on fiscal policy and processes to the Minister, Deputy Minister and Treasury Board Committee.

The position compiles Government of Alberta (GOA) financial data to prepare fiscal outlooks for government planning purposes and uses strong facilitation and analytical skills to give advice on policy implications and legislation to Senior Officials, the Deputy Minister and Assistant Deputy Ministers. The Senior Manager assists in evaluating emerging economic and fiscal issues, provides strategic input into briefings, communication materials and public fiscal reports, and develops research and analysis on current and emerging fiscal issues. The Senior Manager works closely with colleagues from other ministries at the Executive Director and Assistant Deputy Minister level to research and reach resolution on sensitive and urgent financial issues.

Key Accountabilities

  1. Provides expert advice and recommendations.
  • Provides expert advice and support directly to the Executive Director, Assistant Deputy Minister, Deputy Minister and Treasury Board to enable evaluation and recommendations on current and emerging economic and fiscal issues.
  • Through conversations about broad financial issues, the position builds relationships and influences cross-ministry stakeholders towards decisions that reflect the current vision of the Deputy Minister and Treasury Board.
  • Provides input on briefings and cabinet reports on complex financial issues requiring this position to be an expert in the fiscal planning, budgeting and financial services. Assists in drafting explanations of complex financial information for Minister and Deputy Minister, and to produce the published budget, quarterly fiscal reports and executive summary of the GOA annual report.
  • Provides expertise and input into decisions and planning activities for the division, and, where appropriate, takes the lead to ensure delivery of required results.
     
  2. Oversee policy analysis for the Executive Director, Revenue and Reporting and the ADM, Budget Development and Reporting.
  • Critically reviews and comments on Ministerial briefing notes and other action requests.
  • Provides strategic advice to Communications regarding the fiscal plan, quarterly reports and executive summary of the GOA annual report.
     
  3. Works with the Executive Director, Revenue and Reporting with the goal of succession management for the Executive Director.
  • The position works closely with the Executive Director, Revenue and Reporting and the Senior Manager will Act for the Executive Director as needed.
  • The Executive Director position is very specialized therefore succession management to reduce organizational risk is integral to the success of the division and the division’s ability to continue to provide high level service to cross-ministry partners and internal stakeholders.

Required Knowledge

 
  • University graduate in Economics, Business Administration or a field related to the position.
  • Understanding of the strategic directions and priorities, as well as the processes of the department, government and other key stakeholders.
  • Sound understanding of the division's mandate, business, strategies and relevant policies.
  • Familiarity with the Financial Administration Act, Legislative Assembly budget process, and the Fiscal Planning and Transparency Act.
  • Excellent facilitation skills and the ability to influence senior executives on highly sensitive issues.
  • Excellent interpersonal skills to enable development of working relationships with staff both within the department and in other departments.
  • Ability to think strategically, anticipate future issues and potential impacts upon government.

Required Experience

 
  • Six years progressively responsible experience in public finance and/or accounting working with budget processes and systems.
  • Experience in budgeting and forecasting.
  • Several years of government experience in policy, legislative and strategic analysis.
  • Experience working with senior management.
  • Advanced communication skills to build partnerships, negotiate sensitive issues, and facilitate decision-making with internal and external stakeholders holding varying perspectives and priorities.
  • Demonstrated strengths in building a culture of client service excellence and providing leadership to staff on projects with no formal reporting relationship.
  • Equivalencies of education and experience may be considered.

  • The position is responsible for apprising the Executive Director of major issues that arise, as well as proposing strategies and progress in resolving those issues.
  • The position has a key role in communicating fiscal information to Senior Officials, the Deputy Minister and other GOA staff, as well as the general public and other jurisdictions.
