The Team Leader supervises a team participating as a member of a broader multi-disciplinary team, providing direct assessment and treatment intervention services to youth with extreme emotional and/or behavioural disorders. This assessment and treatment supports the needs of youth and their families.  The position ensures that the therapeutic and social environment is safe and secure and that the individual treatment plans are followed and are meeting the unique needs of each youth.

This position is responsible for the day to day operation of the program/house and the supervision of Child and Youth Care Counsellor I’s. This entails assigning, monitoring and assessing work and activities of C&YCC I’s and I C’s.

The Team Leader provides leadership, support, role modelling and expertise to the team they supervise. The Team Leader ensures that staff complete all mandatory training and refreshers, develops and evaluates performance goals, provides coaching and addresses performance issues. 

Responsibilities and Activities


Environment is safe, secure and therapeutic and therapeutic programs are followed and constantly reviewed to ensure that they meet the needs of youth

  • Review intake information and make recommendation to Management as to the suitability of the youth for the centre
  • Perform duties related to admissions i.e. review needs, orientate, assign key counsellor
  • Participate in individual program/treatment plan development
  • Monitor interactions between staff and youth; provide feedback, suggestions, coaching
  • Review the monitoring and recording of behaviours and the arrangement of daily activities and ensure that the input to the ‘treatment team’ is based on key observations and direct interactions with the youth
  • Ensure incident reports are completed and incidents are debriefed where required
  • Ensure the delivery of all medications and that health issues are addressed
  • Oversee treatment effectiveness and provide input and recommendations to the ‘treatment team’ for modifications to program/treatment plans
  • Communicate all necessary information to front-line staff who will be working with the youth
  • Make ‘in the moment’ decisions regarding high risk situations and the use of restrictive procedures
  • Ensure all safety requirements are met and that staff are knowledgeable about what to do in a variety of crisis situations
  • Liaise with many different stakeholders to exchange information and resolve issues
  • Ensure that the community supports for youth are in place when needed
  • Oversee liaison with external agencies, groups, contacts e.g.  parents, caseworkers, AADAC
    Assist with Accreditation preparation as required i.e. update policies and training and ensure files are complete and accurate.
  • Provide input into new policy as requested

Supervision of Child and Youth Care Counsellors within approved legislation, standards, policies and procedures to ensure effective day to day operation of the Centre        

  • Provide leadership and instruction to all staff regarding policies, procedures and standards
  • Assign duties, monitor and oversee activities of staff on shift (permanent and wage) 
  • Determine who will take youth to medical appointments, court, visits
  • Prepare shift schedules and authorize overtime and vacation time
  • Support employee preparation of goals and objectives and individual learning plan
  • Observe and review performance, provide feedback, coach and complete performance appraisals
  • Ensure that staff complete all mandatory training and refreshers
  • Conduct regular staff meetings
  • Ensure that all staff treat youth, visitors, and one another with dignity and respect
  • Participate in interviews as a panel member
  • Supervise or assign supervision of practicum students
  • Support the monitoring of high risk clients e.g. suicidal ideation, self-injurious behaviours, violent/volatile
  • Mentoring and orientation of new staff
  • Advocate for staff
  • Approval of overtime shifts for CYC1C’s when required

Discharge Activities are conducted as per standards and requirements to effect smooth re-integration to the community or transfer to alternate placement

  • Coordinate discharge dates and times with all stakeholders involved in the transition to the community; such as the caseworker, youth, family members, resource personnel
  • Ensure discharge documents are forwarded to all necessary stakeholders
  • Coordinate transfer to other placement options

Consultation with professionals in the CFSD and community stakeholders occurs to ensure the understanding and promotion of youths’ needs

  • Discuss issues concerning placement and treatment options for youth
  • Attend treatment and placement planning meetings as required
  • Advocate for youth 
  • Engage community members to visit or deliver information session for example visit by Aboriginal elder, attend a sweat or other cultural activity
  • Ensure contact with family occurs i.e. youth’s progress, requirement for court orders
  • Contribute to provincial, regional and facility committees as required



In this position the effectiveness of supervision directly impacts:  the performance and morale of the staff supervised, youth receiving services, their families/guardians and indirectly affects the community.

The youth are from diverse backgrounds and have complex needs. These include victims or perpetrators of sexual abuse, youth sexually exploited through engaging in prostitution, those with addictions, severe anger problems, violent offenders (some with Youth Criminal Justice status), learning disabilities, mental health issues, suicidal tendencies, Fetal Alcohol Spectrum Disorder (FASD), eating disorders and/or other issues.  The total needs of the youth may be complex and differ greatly and interventions are not always well received.  The complexity lies in determining how to best support and assist the youth in a structured but nurturing/caring environment. Some youth acquire the learning, information, and life skills to make healthy lifestyle choices and successfully transition back to the community whereas others may revert to unhealthy choices such as street life, addictions and crime.

Responses to unique situations require unique and creative solutions. One must apply critical thinking to utilize the right tool/technique at the right time. There are often new schools of thought regarding behaviour modification techniques and the C&YCC must be aware of new knowledge/developments and integrate best practices.       

Knowledge, Skills and Abilities


Degree or Diploma in Child and Youth Care or related area in human services

Significant direct experience with adolescents – including experience working with youth who have mental/behavioural/social issues

Certification from the Child and Youth Care Association of Alberta is mandatory

Knowledge of: and proficiency in utilizing:

  • Child development theories, behaviour management techniques, intervention skills and family dynamics
  • Health issues affecting youth such as FASD, drug and alcohol addictions, sexually transmitted diseases, HIV and AIDS, eating disorders such as anorexia and bulimia, suicidal ideation and others
  • Disabilities such as mental health, epilepsy, Autism (parents or youth may have disabilities)
  • Community resources
  • Safety and security measures
  • Knowledge of Related acts including the Child Youth and Family Enhancement Act (CYFE) and Protection and privacy Act (FOIP), Young Offenders protocol (Criminal Justice Act), OHSA,
  • Knowledge of appropriate legislation and policy such as CYFEA handbook, Accreditation Standards, Regional policy and procedures, PSECA protocol for police services, Public Health Act
  • Cultural differences and how they impact treatment approaches for youth
  • Familiar with the Canadian Accreditation Council standards

Familiarity with Mental Health Act, School Act, Freedom of Information and Privacy Act (FOIP), Young Offenders Protocol (Youth Criminal Justice Act), OHSA, PCHAD Legislation

Basic knowledge of assessment tools and program planning
